Description:
Background
The Burnet County Tourism Program is managed by a Burnet County Tourism Director. Burnet County passed a Hotel Occupancy Tax of 5% in 2003 and began requiring collection of the tax, (with a 1% rebate to the collector), from lodging venues in Burnet County's jurisdiction in 2004. Burnet County's jurisdiction includes lodging venues in unincorporated areas of the county and all municipalities except the Cities of Burnet and Marble Falls which collect a separate tax.

A Request For Proposal (RFP) for consulting services is being issued to assist the County in evaluating advertising and marketing proposals to enhance tourism marketing needs. The focus is to maximize opportunities that will increase overnight stays in Burnet County lodging venues.

Project Location and Overview
Burnet County is located in central Texas along Highway 281, approximately 50 miles northwest of Austin and 75 miles north of San Antonio. The population for the County is approximately 49,000. Lodging venues in Burnet County's jurisdiction are located throughout the county, but primarily on one of five local lakes. Scope of Services
It is expected that an awarded vendor would become a strategic partner in future planning. The scope of the project could potentially grow as additional brand opportunities arise. Burnet County expects the firm or individuals to have experience in the hospitality, travel and tourism related industries. A demonstrable ability to translate product experience through internet marketing is also required.

Submission Requirements
Respondents should utilize the following outline for submitting a Request For Proposal:

I. Title Page
II. Form of Organization and Company Profile - Identify whether the firm is a partnership, corporation, or sole proprietorship, and the name of the principals, officers, and directors. Also provide an overview of the company and describe professional services offered.
III. Key Personnel - Provide a short biography for each member of the proposed account team that will be assigned to this account.
IV. Statement of Qualifications - Provide a narrative of the individual/firm's relevant experience and expertise to provide services in the area of tourism advertising and marketing.
V. Project List - List clients/projects the firm or key members of the firm have taken the leadership role with and are relevant. Please include references.
VI. Fee Structure - Please explain your current fee structure.
VII. References - List contact name, client, address, telephone number, e-mail, and brief project description of work performed for clients who are familiar with your work.
VIII. Additional Information - Provide any additional information related to your firm's qualifications and services provided that the County should consider in the selection process.

Evaluation & Selection Process
Representatives of Burnet County will review the responses received and make recommendations to Burnet County Commissioners' Court. Commissioners' Court will make the decision as to which firm, if any, it deems to be the most qualified for the awarding of the RFP. Submitted qualifications will be reviewed and selected based on, but not limited to, the following:

III. Strength of Team
IV. References
V. Cost
VI. Commissioners' Court Presentation(s)

Due Date and Instructions for Responses
Sealed proposals will be received in the office of the Purchasing Agent until 1:00 PM, September 4, 2009. Bids received after the time and date specified, whether delivered or mailed, will not be considered and will be returned unopened. No exceptions will be granted. Please note that not all overnight deliveries to the Burnet, Texas area are delivered by 1:00 PM - even when guaranteed by the carrier.

In order to assure your RFP is fairly considered, it must be submitted in a properly sealed envelope, clearly marked on the outside lower left hand corner surface with the numbers "10-664-01" (this includes overnight envelopes). This prevents bids from being prematurely opened.

A proposal that is in the possession of the Purchasing Agent may be withdrawn by the firm in person (with the proper identification) or by written request up to the time of the opening. Proposals may not be withdrawn after the opening time. Proposals may be altered by telegram, letter or fax transmission bearing the signature or name of the authorized personnel, provided it is received prior to the time and date of opening.

Burnet County is a political subdivision of the State of Texas and is exempt from usual sales taxes.

The Commissioners' Court of Burnet County reserves the right to reject any and all proposals, to accept them in whole or part, to waive any informality in the proposals received, to accept proposals separately or combine proposals as it shall deem to be in the best interest of Burnet County.

Proposals are solicited for furnishing qualifications and imply no obligation on the part of Burnet County. The County reserves the right to negotiate a contract, in the best interest of Burnet County, in private with all responding parties.
